The atlas shows where nearly 100 countries stand on carbon pricing, green taxonomy, net-zero commitments and carbon border adjustment (CBAM). Colours change with the selected layer; how the score is calculated is explained in the methodology section at the end of the page.

EU CBAM1 January 2026The definitive period has begun. Certificate sales start in February 2027; the first declaration for 2026 imports is due on 30 September 2027.
Carbon pricing~%30Share of global greenhouse gas emissions directly priced by 87 instruments in operation (World Bank 2026).
UK CBAM1 January 2027The first major carbon border mechanism outside the EU. Norway is targeting the same date.
NDC 3.0134 countrieshad submitted new national contributions with 2035 targets as of February 2026 (including EU members).
02Analysis · Key findings

Four trends, one picture.

Europe

Europe sets the rules, others adapt

The EU CBAM has started to create real costs for the first time. Exporters such as Türkiye, Serbia, Montenegro, India and Vietnam are building their own carbon pricing systems to keep the carbon price at home.

Asia

Asia, the new centre of gravity for carbon markets

China’s ETS has expanded to steel, cement and aluminium; Japan’s GX-ETS became mandatory in April 2026; India’s CCTS and Vietnam’s pilot ETS are under way. ASEAN countries also lead on taxonomies.

USA

The US has stepped back at federal level

Withdrawal from Paris took effect in January 2026; exit from the UNFCCC will take effect in 2027. Pricing exists only in the states; carbon border bills are pending in Congress.

EU

The EU is also loosening

CBAM gained a 50-tonne exemption threshold, ETS2 was postponed to 2028 and the Omnibus narrowed CSRD scope. Yet a 90% reduction target for 2040 became law, and extending CBAM to downstream steel and aluminium products is under negotiation.

04Methodology and sources

How is the score calculated?

  • The score (0–6) is the sum of three components: carbon pricing (in force 2, pilot/preparation 1, none 0), green taxonomy (in force 2, in development 1, none 0) and net-zero target (in law 2, in policy documents 1, none 0).
  • The “high exposure” label in the CBAM layer indicates that the country is a significant exporter to the EU of CBAM-covered goods (iron & steel, aluminium, cement, fertilisers, hydrogen, electricity); it is not a quantitative index.
  • Data were compiled from public sources as of October 2026 and simplified. Sub-national (state/provincial) schemes are not reflected in national scores. Verify with primary sources before any investment or compliance decision.
  • Owing to the map scale, small countries such as Singapore (carbon tax, taxonomy, 2050 target), Bahrain and Liechtenstein are not shown.
  • The export guide and the regulation compass are general preliminary research tools; they do not replace a legal assessment based on the product code (HS/CN) and company profile.
